I got this running by pulling the flywheel and cleaning the points. It starts by the second pull and runs fantastic. No smoke. The only problem I need to further investigate is the blade turns independently of the shaft. The nut seems tight. Perhaps a part to lock it to the shaft is missing. Ideas?

Sounds like a sheared keyway. Going to need a puller to get it off. Let me tell you... On the newer mowers I procure, People don't even do the basic maintenance. I'm literally with a blowtorch, hacksaw, grinder, impact wrench trying to get of even the most basic of bolts. If I were you, I'd literally go over every bolt. Thanks. I may try to investigate the blade issue this weekend if time allows. This machine has seen it's share of neglect as the abundance of grease fittings that don't look like they've had a grease gun on them in quite some time.. On a positive note since I got it running it has been upgraded to indoor storage.
Any idea what the tank on the handle bars is for? The hose from it has a hose that goes to a fitting or nipple on the elevated platform that the engine sits on with no further plumbing underneath.

Very strange indeed, I suspect its a fuel line and the motor isn't original. I think the motor is approx. 20 years newer.
